The action of the opera takes place during the latter part of the reign of Queen Elizabeth.
The May Day celebrations are in full swing when a court intrigue intrudes itself. Use is made of the legend of Herne the Hunter, an apparition supposed to appear from time to time, to influence the Queen and to bring about a satisfactory ending.
